Vladimir Zhirinovsky, the colorful and flamboyant leader of Russia's LDPR party, has called on Libyan leader Muammar Gaddafi to stop the violence in his homeland and move to Moscow, the party said on its website on Monday.

In Arab countries, leaving his people and fleeing abroad is considered an immoral act by a leader. In Libya, at least 200 people have been killed in week-long protest against Gaddafi's 40-year rule. Western media said government forces had opened fire with live ammunition on demonstrators.

Russia's Zhirinovsky, 64, also deputy speaker of the lower house, said the Arab world needed change. "Change is inevitable. A real revolution is taking place in the Middle East. People do not want to live as they lived 10, 20 or 30 years before," he said.

In an address to Gaddafi, he said: "I invite you to make Moscow your place of permanent residence."

Zhirinovsky echoed the Arab League in his statements, which also censured the Libyan authorities on Monday for their brutal treatment of peaceful demonstrators and demanded an immediate end to the violence, the Egyptian MENA news agency said.

"The Arab world's demands for reform, development and changes are totally legitimate," Arab League chief Amr Moussa said.
