The former chief of a police department in Russia’s Volga Republic of Tatarstan where a detainee died in custody has been detained, Investigative Committee spokesman Vladimir Markin said on Saturday.
According to investigators, in late February Ilgiz Akhmetzyanov and police officers at the Dalny police department exerted psychological pressure and used physical violence on a 20-year-old local man, forcing him to confess to a crime he had not committed.
The detainee’s name was not revealed.
Investigators will ask the court to have Akhmetzyanov put into custody pending trial, Markin said.
This comes soon after a public outcry over another custody death in the same police department where a detainee died in custody after police allegedly sodomized him with a bottle.
Sergei Nazarov, 52, died in custody on March 10, a day after being arrested in the republic’s capital of Kazan on charges of petty hooliganism. He was taken to hospital complaining of stomach pains and died soon after of intestinal injuries.
The republic’s Interior Ministry earlier said other people could also have suffered at the hands of the local police.
