Russian Parliament Speaker Discusses Peace Treaty with Japan

Russian State Duma Speaker Sergei Naryshkin who is on an official visit to Japan discussed on Monday the prospects of concluding a peace treaty between the two countries.

Naryshkin met with Chairman of the Political Council of Japan’s Democratic Party Seiji Maehara, Foreign Minister Koichiro Gemba, chairmen of both houses of Japanese parliament and talked with Japanese businessmen and the leaders of the Japan-Russia society.

“This issue, which is a matter of concern for Japan, is also not left without Russia’s attention,” Naryshkin said.

“Our position consists in the fact that considering the complexity of the issue, it is necessary gradually to create ever more favorable conditions to solve it,” Naryshkin said.

The four islands - which Russia calls the Southern Kurils and Japan calls the Northern Territories - has been the subject of a territorial dispute between the two nations since the end of World War II. Because of it, the countries have not yet signed a formal peace treaty to end the war.

“These conditions imply that the issues of cooperation, the efficiency of cooperation in the economic, humanitarian and political spheres should come to the foreground to create a calmer atmosphere for discussions and the consistent solution of complex problems that exist in our relations,” Naryshkin said.
