Bout’s Wife Submits Extradition Request to Russian Justice Ministry

“I have written a request to the Justice Ministry calling to apply the Convention on the Transfer of Sentenced Persons to Viktor Bout, the documents have been registered,” Bout’s wife said, referring to the Russian-U.S Convention on the Transfer of Sentenced Persons that authorizes the extradition of prisoners from the sentencing state to the administrating state where they serve out their jail term.

Alla also expressed hope that the authorities of both countries would consider the extradition without excessive bureaucracy and hurdles.

Russia’s Justice Ministry confirmed that it received an extradition request from Alla Bout adding that at the moment the request is under consideration.

Bout's legal defense team will make three subsequent steps to return him to Russia, including filing appeals to both the U.S. Court of Appeals and to the Supreme Court, sending extradition requests and addressing the U.S. Office of the Pardon Attorney so that the U.S. president could pardon him, Bout’s lawyer, Viktor Burobin, said last week.

The extradition may be carried out after a trilateral consent between Bout and both the Russian the U.S. justice ministries.

Bout, a former Soviet military officer, was found guilty of conspiracy to kill U.S. nationals, including military officers and employees, conspiring to use anti-aircraft missiles, and selling millions of dollars’ worth of weapons to the Colombian rebel group FARC.

The businessman has continually denied the charges against him.

Attorney General Eric Holder said earlier that the United States may consider Bout’s extradition to Russia if they receive a request from the Russian authorities.
