Police spokesman Valery Gorelykh said it was yet unclear who was responsible for the dumping, but their actions will “constitute an administrative offense of violating medical waste disposal rules.”

Police and prosecutors have decided not to launch a criminal case into the incident, he added.

The head of the academy was ordered to establish those guilty for the illegal dumping and “subject them to strict disciplinary action.”

“Within a month, the rector should take action and report to police about it,” Gorelykh said. “Otherwise, he will also face an administrative case on non-compliance with official orders.”

Several barrels containing 248 mummified human foetuses, aged 22-26 weeks, were found by local residents in a remote forest gully in Russia’s Urals on July 22. On Friday, three more embryos were found by journalists who came to the site to attend a prayer by Orthodox priests and anti-abortion activists, bringing the total number to 251.

The foetuses were labeled with what police believe were registration numbers of the mothers and the hospital units, prompting rumors that the foetuses could have belonged to a medical facility that practiced illegal abortions or to an organization that conducted illegal medical research.
