Duma Moves to Give Nonparliamentary Parties ‘a Say’

The lower house of Russia's parliament, the State Duma, is preparing an array of amendments to enable non-parliamentary parties to use the Duma platform at least once a year, speaker Sergei Naryshkin said on Thursday.
He said this right had been guaranteed where there were only three parties without Duma representation.
Today, with 30 of them, there are “physical” constraints to that right, he added.
However, work was underway to tackle the issue, and see what changes can be made in the standing regulations to ensure that right exists in practice, Naryshkin said.
