PUTIN CHALLENGES BUREAUCRATS AS HE REMOVES "STABILITY" CATCHPHRASE: PAVLOVSKY

MOSCOW, April 25 (RIA Novosti) - In his address to parliament, President Vladimir Putin made it understood that he was striking the "stability" motto off the national agenda, thus to challenge bureaucracy, says Gleb Pavlovsky, Foundation for Effective Politics president.

"Mr. Putin has conspicuously cancelled 'stability' as political catchphrase, and explained why-the bureaucratic caste has misappropriated the motto." It comes as a significant signal to the nation shortly before parliamentary and presidential elections. "The President is politically challenging the bureaucratic clan on their eve."

By the bureaucratic clan, Mr. Pavlovsky also means the top of political parties and corporations, he pointed out.

The annual state-of-the-nation message addresses, this time, the small property-holder class, rather than Big Biz and other elites, added the expert.

"The President was spectacularly avoiding the word 'business' to appeal to a multitude of small holders-the people who regard him as their moral leader," Mr. Pavlovsky emphasized.

The President has clearly shown his determination to promote partisanship and civil society, added the expert.
