Russian Prime Minister Vladimir Putin instructed the health ministry on Thursday to review the salaries of medical specialists.

With an average monthly salary of under 5,000 rubles ($160), and often less in Siberia and the Far East, doctors have seen little benefit from the country's soaring oil and gas revenues.

"This is unacceptable," Putin told a government meeting on Thursday. "You cannot form strong and professional medical teams with such an approach."

Doctor's are among the worst paid professionals in Russia, earning only slightly more than secretaries and street cleaners.

The Russian health minister, Tatiana Golikova, said in April that the country lacks some 46,000 doctors.

Russia's health care system has remained largely unchanged since the collapse of the Soviet Union in 1991, with many hospitals still using 20 year-old equipment.
