A State Duma committee on Wednesday turned down a draft resolution on allegations of massive vote fraud in the December 4 parliamentary elections, that also included a call on Central Electoral Commission head Vladimir Churov to resign and the CEC’s dissolution.
The draft, submitted by three parliamentary parties, does not conform to the Constitution and will be returned to its authors, House Deputy Speaker Igor Lebedev said.
“Giving the Central Electoral Commission chief a vote of confidence or no confidence is not part of the State Duma’s purview, since we did not appoint him and may not dismiss him,” Lebedev said.
Under Russian law, the CEC may only be disbanded by the Supreme Court.
