President Medvedev’s fourth state-of-the-nation address

Russian President Dmitry Medvedev will deliver his annual address to parliament on December 22. Under the Russian Constitution, the Russian president is to address parliament once a year with a report on the big issues facing the country and on major issues of domestic and foreign policy. This document is essentially the authorities’ plan of action for the short- to mid-term.
