Putin hits at Ukraine oil tariff demands

Vladimir Putin, Russia's prime minister, accused Ukraine of "abuse" even as Moscow and Kiev resolved an oil transit dispute yesterday, averting a potential disruption in supplies.

The brief spat had set off alarm bells in European capitals following the natural gas dispute last January, which had left many Europeans confronting winter temperatures without heat.
