MOSCOW, June 22 (RIA Novosti) - The Collective Security Treaty Organization (CSTO) does not have jurisdiction over Uzbekistan and therefore did not discuss the recent unrest at a CSTO Council of Foreign Ministers meeting Wednesday, Russian Foreign Minister Sergei Lavrov said.

Gunmen raided Andizhan, a city in eastern Uzbekistan, in the early hours of May 13. A total of 176 people, including 79 gunmen, were killed. Twenty police offices, 11 troops and 45 civilians were killed in the ensuing clashes and about 300 individuals were wounded, according to Uzbek authorities.

The Uzbek Prosecutor General's Office opened a criminal case citing illegal activities like terrorism, encroachment on constitutional order, mass unrests and hostage taking.

"The Andizhan unrests were plotted and perpetrated by international radical forces whose final goal was a violent regime change and the establishment of what is known as a caliphate," Uzbek First Deputy Prosecutor General Anvar Nabiyev said.
