Administrative resource did not affect presidential election results - Kyrgyz election commission head
BISHKEK, July 11 (RIA Novosti, Yulia Orlova, Natalya Belova) - Head of the Kyrgyz Central Election Commission (CEC) Tuigunaaly Abdraimov said it was possible the administrative resource (the ability of political candidates to use their positions or connections to influence the election outcome) had been used in the presidential elections but that it had not affected the results.
"It cannot be ruled out. The psychology of a bureaucrat cannot be changed in three months. [The desire] to please the big boss is in their blood. But the administrative resource was not very influential during these elections," Abdraimov told a press conference Monday.
The CEC head said the elections had been conducted legally.
"Many international and domestic observers, including observers from the headquarters of the candidates, were present at the polling stations," Abdraimov said.
Abdraimov said the Kyrgyz president was likely to be inaugurated in early August. He said that according to current legislation, the CEC would receive data on the vote no later than four days after the election.
Then the results will be sent to the republic's Constitutional Court, which will have a week to decide whether the elections were lawful. Then in the following three days the CEC will publish the final results of the vote, and the president-elect will be sworn in during the following month.
