KIEV, September 15 (RIA Novosti) - The investigation into the alleged poisoning of Ukrainian President Viktor Yushchenko has stalled because the president has not undergone medical examination, the former head of the Ukrainian Security Service said in Kiev Thursday.

"First, the fact of the poisoning should be established, and only then charges can be brought up," said Alexander Turchinov, who was appointed chief of the service on February 4 this year and resigned after Yushchenko dismissed the government on September 8.

He said forensic experts, who must be Ukrainian nationals, could not make conclusions yet because Yushchenko had not undergone blood and skin tests.

Turchinov said he had discussed the issue with Yushchenko.

"I told him that no comments could be made until experts made their conclusion. So far, we have only versions based on foreign experts' examination," Turchinov said.

He said the president had promised to undergo the tests.

Yushchenko's health troubles began early last September during his presidential campaign. Yushchenko had dinner with Ukrainian Security Service senior officials in a country house belonging to the former deputy head of the service, Vladimir Satsuk, on September 5, 2004. After dinner, Yushchenko felt ill and was taken to the Rudolfinerhaus hospital in Vienna on September 10.

Austrian doctors said he had been poisoned with dioxin about five days before he arrived at the hospital.
