Iraq: two weeks before referendum, draft constitution still unpublished
Five million copies of Iraq 's draft fundamental law, which was presented to the UN on September 18, were supposed to be printed and handed out to the Iraqis via food distribution points that exist throughout the country.
Reports coming in from Baghdad say the delay is due to the ongoing negotiations between Iraqi politicians on the possibility of reviewing some provisions of the Constitution. U.S. diplomats are striving to persuade the Shiites and Kurds to respond to the objections raised by the Sunnis who are concerned that a federal structure for Iraq -- a provision included in the draft Constitution by the Shiites and Kurds -- will lead the country to disintegration.
Observers do not rule out that the negotiations could continue until referendum day.
