Russian observer slams OSCE election monitoring in Azerbaijan
MOSCOW, November 9 (RIA Novosti) - A Russian observer monitoring the Azerbaijani parliamentary elections as part of the OSCE Election Observation Mission has accused the organization of attempting to disrupt the electoral process in the country. Speaking at a news conference Wednesday, Igor Borisov said, "The OSCE mission in Azerbaijan has not acted entirely in good faith or played by the rules."
According to Borisov, the OSCE "attempted to destabilize the political situation in Azerbaijan," telling observers before the election had even begun that everything in Azerbaijan was bad and that the vote was not going to meet democratic standards.
He said the head of the OSCE mission had made allegations Monday of significant "irregularities in the parliamentary vote and vote-counting, which were not, however, backed by facts."
Borisov said the use of indelible ink to mark voters' fingers to preclude multiple voting "was meant to mislead the voters and disrupt the electoral process."
"Steps taken by certain representatives of the OSCE mission are pushing the organization to a dangerous point beyond which it could just fall apart," he said.
