Saakashvili said foreign observers, who do not include U.S. or Georgian representatives, would be unable to ensure the transparency of the elections, as their access to polling stations would be restricted.
"Russia has no intentions to increase its military presence in the northwest," Sergei Ivanov told his Finnish counterpart Seppo Kaariainen at a Moscow meeting. 
Sergei Bogdanchikov will visit Rosneft's office in the country that is opening soon, meet with the president of China Development Bank and participate in the opening ceremony of the Year of Russia in China on March 20.
Russia highly valued cooperation with China, including through the International Thermonuclear Experimental Reactor, and the International Project on Innovative Nuclear Reactors and Fuel Cycles.
