"If the parliament fails to form a coalitional majority and the government within 60 days [from its election], it gives the president the right to use this option."
According to Akayev, the purpose of the uprisings was to weaken integration processes in the former U.S.S.R. and the role of Russia, which has traditionally had interests in the area.
"It is often said that Russia sells more weapons than it buys, but it is not true," Ivanov, who is also a deputy prime minister, told a news conference. 
"Belarus attaches great significance to its participation in the Non-Aligned Movement," Martynov said. "We closely cooperate with all members of this movement, including with Cuba."
"Meetings [on the sidelines of the forum] resulted in either agreements being signed yesterday and today or in making a decision to continue discussions," said Medvedev, who has been touted as a presidential candidate in 2008. Some 30 contracts worth billions of dollars were signed in Beijing Tuesday. 
He said Russian, which is widely spoken in many regions, should not become an official language as it would replace Ukrainian. 
"We are planning to sign the agreements during the summit if not before it," European Commission Vice President Franco Frattini said.
"March 25 is Freedom Day, and we have to galvanize as many people as possible onto the streets," said Alexander Milinkevich, who garnered an official 6% of Sunday's vote.
