3 Ukrainian blocs reach coalition deal

KIEV, May 25 (RIA Novosti) - The leaders of three Ukrainian blocs have reached agreement to form a parliamentary coalition, a senior official with one of the parties said Thursday.

The eponymous bloc of former Prime Minister Yulia Tymoshenko, pro-presidential Our Ukraine and the Socialist Party will prepare the text of the agreement by June 7, he said.

"The draft document will be submitted for approval to the Supreme Rada [parliament], said Roman Bezsmertny, chairman of Our Ukraine's political committee.

Tymoshenko said the agreement would set down procedural provisions and the program of the coalition, which should form a government two months after elections that failed to produce a clear winner.

The ex-communist nation has been in parliamentary limbo since the March 26 vote created a deadlock, as the pro-Russia Party of Regions finished 10% ahead of its nearest rival in the vote but has been frozen out of the coalition-building process as three other movements sought to do a deal.

Tymoshenko said that although there were certain differences between the would-be coalition members, they still had time to reach a compromise.

In the run-up to the elections President Viktor Yushchenko said he could dissolve the newly elected parliament if it failed to form a government within the timeframe established in the constitution.

"The dissolution of parliament is a constitutional norm and presidential right," he said then. "If the parliament fails to form a coalitional majority and the government within 60 days [from its election], it gives the president the right to use this option."
