KIEV, July 8 (RIA Novosti) - The pro-Russian Party of Regions led by Viktor Yanukovich is planning to create a regional and local self-government consulting body in Ukraine, the party's press service said Saturday.

"Deputies from the Party of Regions propose to create a Congress of regional and local self-government in Ukraine - a supreme representative voluntary association of local governments that will perform a function of a consulting body," the party said in a statement published before the All-Ukraine deputies' forum, which opens today in the capital, Kiev.

On Friday, the Party of Regions, which won the largest number of votes in a March election, but not enough to form a government on its own, teamed up with the Communist Party and the Socialists to form a new parliamentary coalition and had its leader nominated as prime minister.

The party said that the new coalition opens a path toward the return to normal life in Ukraine and toward the reunification of the country.

"We can overcome the split between the eastern and western parts of the country," the statement said. "The new situation in the society opens wide opportunities for drastic improvements [in Ukraine]."

Deputies from all levels of legislature have gathered at the All-Ukraine deputies' forum earlier proposed by the Party of Regions to find ways to resolve the current political crisis in the country.

The Ukrainian parliament has been locked in talks on a coalition government for more than three months now. Our Ukraine's coalition with the liberal Yulia Tymoshenko bloc and the Socialists collapsed Thursday over the surprise election of Socialist Oleksandr Moroz as parliamentary speaker. President Yushchenko then called for another coalition to be formed so that he would not have to dissolve the assembly.
