Ukrainian parliament announces recess until July 18

KIEV, July 14 (RIA Novosti) - The Ukrainian parliament announced Friday a recess until July 18 to coordinate several procedural issues to form parliamentary committees.

Opening a morning plenary session of the Supreme Rada, Speaker Oleksandr Moroz said that only factions representing the new "anti-crisis" coalition, comprising the pro-Russian Party of Regions, the Socialist Party and the Communist Party, had submitted their candidatures to all 26 proposed committees and a special committee on privatization.

Two of the three members of the former "orange" coalition - the Yulia Tymoshenko Bloc and pro-presidential Our Ukraine bloc - refused to participate in the process, the speaker said.

Ukraine is in a state of political turmoil following fighting in the legislature and street protests.

The Western-leaning "orange coalition" - the ex-premier-led Yulia Tymoshenko Bloc, Our Ukraine, and the Socialists - broke up over the election of Socialist leader Oleksandr Moroz as speaker of the Rada, in breach of previous agreements within the coalition.

The new coalition emerged in the Rada last week, and was officially formed Tuesday.

Ukraine's President Viktor Yushchenko warned political parties Thursday against making decisions that run counter to principles of the European parliamentarianism and national legislation that could force him to dissolve parliament.

In a message to the Supreme Rada, Yushchenko said: "The situation in parliament is a cause of serious concerns in society, and is delaying the formation of a new Cabinet and the resolution of urgent issues in Ukraine's socioeconomic development."

He urged parliamentary deputies to ensure effective legislative work in line with the Constitution and Rada regulations without further delay, and to make balanced decisions on a coalition majority and a candidate for prime minister.

Yushchenko has the power to dissolve the Rada when the deadline for the formation of a new government by the Rada expires on July 24.
