MOSCOW, November 7 (RIA Novosti) - The Kyrgyz opposition and pro-presidential forces have come to terms over a new draft Constitution, the parliament speaker said Tuesday.

Opposition leaders said earlier today they intend to end a rally in the capital, Bishkek, as parliament has reached an agreement on constitutional reform.

"For the sake of national stability, we have reached a consensus and agreed to deal with unsettled issues within the bounds of the law," Marat Sultanov said.

He said a conciliation commission, comprised of opposition and pro-presidential MPs, "have found solutions that suit everyone."

"Tomorrow we will submit a new Constitution to parliament," he said.

The Russian foreign ministry said constructive dialogue is necessary to resolve the current conflict in Kyrgyzstan.

"We believe that the best way to resolve the current situation can be found only by legal means, through constructive dialogue between government bodies and the opposition," the ministry said in a statement.

The ministry said Moscow was concerned over the situation in Bishkek, as violent clashes between protestors and police broke out in the capital earlier in the day.
