Ukraine has been pursuing membership in the world's largest trade body for 13 years. Western-leaning Ukrainian President Viktor Yushchenko has stepped up efforts to join the organization since coming to power in 2004.
The 21st consecutive law has been designed to lift a ban on and fix tariffs for exports of iron and steel scrap, non-ferrous scrap and semi-finished products involving it. The tariffs will be introduced when Ukraine joins the WTO, presumably in late January or early February.
The law was backed by 363 deputies out of 442 in the 450-seat Supreme Rada.
Ukraine's first deputy prime minister and finance minister, Mykola Azarov, said in early November the country has yet to sign bilateral accession protocols with Kyrgyzstan and Taiwan.
