Council of Europe human rights chief to visit Moscow next week

STRASBOURG, June 27 (RIA Novosti) - The human rights commissioner of the Council of Europe, Thomas Hammarberg, announced Wednesday he would arrive in Moscow early next week for roundtable talks.

Hammarberg said the discussions would be devoted to better implementation of the European Convention on Human Rights.

He said he planned to discuss whether the convention was in line with rulings of the European Court of Human Rights on Chechnya, but did not give details.

Russia has come under pressure for its refusal to ratify the sixth and 14th protocols of the convention. The first document necessitates banning the death penalty. Russia has imposed a moratorium on capital punishment, but the EU wants Russia to cancel it de jure, by signing the protocol.

The second document deals with reforms of the European Court of Human Rights. Russian lawmakers refused to ratify it last year, saying that not all provisions were in line with national laws.

Russia is the only member of the 47-nation Council of Europe not to have ratified the protocol, which cannot come into force without the signatures of all parties.

Chechnya was devastated by two military campaigns, in 1994-1996 and 1999-2001, since which time Moscow has substantially scaled down its military presence. However, gunfights and terrorist attacks still occur in the area, despite a widely publicized amnesty for gunmen announced by Russian authorities.

Russian authorities have been criticized by the West for alleged human rights violations in Chechnya.
