Mahmoud Ahmadinejad, addressing the opening ceremony of the 15th ministerial conference of the Non-Aligned Movement in Tehran, said: "There is not a single influential or powerful body that can resolve issues of nuclear disarmament with governments owning nuclear weapons."
He said nuclear powers have made themselves exceptions to the Nuclear Non-Proliferation Treaty, and the rules of the International Atomic Energy Agency, the UN nuclear watchdog.
The lack of effective international tools to counter the proliferation of military nuclear technologies allows countries who "speak the language of force" to augment their nuclear arsenals, he said.
"At the same time, these countries use the pretext of preventing the proliferation of nuclear weapons to denounce peaceful nuclear activities of other countries," Ahmadinejad said.
Iran is under three sets of UN Security Council sanctions for its refusal to cease uranium enrichment. The United States and some other Western countries suspect the Islamic Republic of developing nuclear weapons, while Tehran claims the nuclear program is only needed for electricity generation.
Ahmadinejad said that the past 60 years have shown that any war involving permanent members of the UN Security Council did not end in justice, and that aggressors were never properly punished.
He said that most international institutions and organizations established to ensure the rights of sovereign nations now serve the interests of only a few countries.
"Can the UN Security Council adopt a resolution against the U.S.?" he asked rhetorically. "If the body had been based on the principles of justice, the Palestinian issue would not exist and the false Zionist regime [in Israel] would never have been acknowledged," the president added.
The Non-Aligned Movement comprises 118 mostly poor or developing states which consider themselves not formally associated with or against any major power bloc. It includes nuclear powers India and Pakistan.
