Leaders of the United States, the United Kingdom and France agreed in a phone conversation that NATO should take key role in the military operation in Libya.
"The leaders... agreed that NATO should play a key role in the command structure going forward for the enforcement of the no-fly zone," said Ben Rhodes, U.S. Deputy National Security Advisor for Strategic Communications.
"And again, those discussions are ongoing in Brussels and in capitals, but of course, in their calls the President - with President [Nicolas] Sarkozy and Prime Minister [David] Cameron, there was agreement that NATO does have a key role to play in this effort," he went on.
EU High Representative for Foreign Affairs and Security Policy Catherine Ashton confirmed on Tuesday that such discussions are ongoing.
NATO Secretary General Anders Fogh Rasmussen said that NATO finished its planning on the no-fly zone and arms embargo enforcement in Libya and all members of the alliance were "committed to meet their responsibilities under the United Nations resolution to stop the intolerable violence against Libyan civilians."
The U.S. imposed unilateral sanctions on 14 Libyan companies, owned by Libya's National Oil Corporation which it sees "the centerpiece of Libya's state-owned oil apparatus" and "a primary funding source for the Qadhafi regime."
The UN Security Council imposed a no-fly zone over Libya last Friday allowing "all necessary measures" to protect civilians from leader Muammar Gaddafi's attacks on rebel-held towns.
Operation Odyssey Dawn entered its third night of airstrikes on Libyan air defenses on Monday. Libyan state television has reported that at least 60 civilians have been killed and over 150 wounded.

NATO helps spreading fundamental Islam worldwide.
In Somalia, we had warlords fighting each other but also Muslim invasion. USA and it's allies decided to bomb the Warlords so Islam could spread.
In Iraq, Saddam was a big enemy of terrorists like Osama, what did we do? We bombed him away. In Iran we have a real criminal regime, in Saudi we have real dictators, what do we do? Nothing!
In Yugoslavia, we had remainders of Muslim invasion of the European continent. Serbia wanted to fix this historical remainder of a religion that came there as occupying force, and not by peace. What did we do? We bombed the Serbs for protecting Europe and helped Islam to spread.
Ghadaffi, he sells oil to Europe. He's a trustworthy partner and guarantees supplies to Europe, he only wants his cut of the deal. He hates terrorists like Al Qaida and doesn't allow them in his backyard.
What does NATO do, we get rid of him.
Worldwide, NATO, USA, is doing everything to help fundamental Islam to rise and take out all those who are against the terrorists.
I Agree Terrorism might be there because of people like Ghadaffi and Saddam or the house of Saud, but, that's their fight! We have no right to decide between them.
When the Sovjets fought the Terrorists in Afghanistan, what did US and NATO do? Support the terrorists.
There seems to be a long history of NATO and specially the USA of supporting fundamental Islam to destroy Russia and Europe and one day form a big 1,5 Billion citizen Muslim State.

Boycott US - UK - FRANCE'S merchandise, media, currency. Only this way the imperialistic, neo-colonial warmongers can be brought down. They are near bankruptcy anyway, while this new war against LIBYA costs another 800 million USD.

Many express bad opinion of Russian of Chinese approach to government, i.e. autoritarismus
but very few notice that NATO countries are ruled by post moderm autoritarismus.
Nobody will put you in jail if you protest because you have actually no chance that your opinion will matter - corporations have acquired government AND opposition AND newspapers, they pay the piper and, quite rightly, they call the tune.
Does a company need extra profit for its shareholders?
Get the government and opposition to agree a bipartisan action against the villain of the day, assure that newspaper scramble around screamning "bad guy! bad guy! human rights!"
...
et voila', you get new oil sources without having to spend money, in fact the taxpayers foot the bill, a good investment, I would say.
I am looking forward to be the first to forecast the next action to protect the human rights of oil company shareholders: Nigeria
