Last month, Minsk rolled out a plan to rescue its ailing economy that envisages a $2 billion credit from the Eurasian Economic Community, a regional body dominated by Russia, and $1 billion from Moscow.

Russia's finance ministry said on Tuesday it would agree to the terms of the loan within the coming weeks.

"We want the credit to go toward creating conditions for economic recovery," Russian Ambassador in Minsk Alexander Surikov said on Wednesday.

Belarus has exhausted more than 20 percent of its hard-currency reserves since the beginning of the year and its currency has falled sharply in value against major currencies since the start of the year.

Surikov said the loans would only have a positive effect if Belarus sold off its key state assets.

In the weeks before Belarusian President Alexander Lukashenko was re-elected in a disputed vote in December, the European Union offered Belarus a $4.2 billion aid package if the elections were declared free and fair.

The offer was withdrawn after Lukashenko launched a violent crackdown on opposition activists protesting the results of the poll.
