The Yemeni opposition on Friday refused to sign a deal with President Ali Abdullah Saleh's representatives after Saleh refused to sign it personally, Arab media reported.
Ahmed Khalifa al-Kaabi, a spokesman for the Gulf Cooperation Council (GCC), the six Gulf Arab nations backing the agreement, said their GCC foreign ministers would meet in the Saudi capital of Riyadh on Sunday to review the situation.
Under the plan, Saleh, who has ruled Yemen for more than three decades, is to resign within 30 days. In exchange, Saleh would gain immunity from prosecution.
Media reports say over 140 people have been killed in clashes between government troops and protesters since anti-government demonstrations began in Yemen in early February.
