A passenger plane crashed in Indonesia's eastern province of West Papua on Saturday, killing all 25 on board, the Jakarta Globe newspaper reported.

The Chinese-made Xian MA-60 plane, operated by Merpati Airlines, was en route from the coastal city of Sorong to the port town of Kaimana when it went into the sea just several hundred meters from the airstrip, police said.

There were 21 passengers and four crew on board.

Bad weather is believed to be a factor in the crash, Indonesia's trasport ministry officials said.

Indonesia has one of Asia's worst air safety records. 

In 2007, the EU banned all Indonesian airlines including national carrier Garuda from its airspace.
