Twin terror attack suspect Anders Behring Breivik was filmed by security cameras near the prime minister's offices in Oslo just before a blast tore through the area, Norway's TV2 television channel said on Thursday.

Norwegian police also confirmed that explosives used in the car bombing were stored in a Volkswagen Crafter minivan. Eight people were killed in the blast.

Breivik, 32, has admitted to carrying out the bombing in Oslo, and a mass shooting at a Labor Party youth camp on the nearby island of Utoya, which left 68 dead.

He has not however accepted criminal responsibility, saying his actions were "atrocious but necessary" measures intended to "save Norway and western Europe" from a "Muslim takeover."

Norwegian Prosecutor Christian Hatlo said on Tuesday that if charged with crimes against humanity, Breivik could face up to 30 years in prison.

Norwegian police were strongly criticized for their slow response to reports of shooting at Utoya.
