A Dutch court convicted Abdelbaset al-Megrahi in 2001.

A former Libyan intelligence officer, he was found guilty of organizing the bombing of Pan Am flight 103 on December 21, 1988. The plane exploded over the Scottish town of Lockerbie, killing 259 people on board and 11 on the ground, 189 victims of the bombing being U.S. citizens.

Al-Megrahi has denied any involvement in the bombing that still remains the deadliest terrorist attack in Britain, according to the BBC. He was sentenced to a minimum of 27 years of imprisonment as Scotland does not allow the death penalty.

He was controversially freed from a Scottish prison in 2009 on compassionate grounds because he was thought to be dying of cancer. His release sparked protests from victims’ relatives.
