Police said in a statement 1.2 kg of TNT had been discovered. The fuse was not connected to the explosives.
Cypriot TV said the president was set to arrive at his holiday home 500 meters from Limassol later on Saturday, but was advised to stay away while the investigation is ongoing.
The authorities have so far avoided stating that the explosives were intended for an attack on the president.
Among possible explanations for the discovery is that the TNT could be used by workers from a nearby quarry for explosions.
