MOSCOW, November 5 (RIA Novosti) - Russian President Dmitry Medvedev has congratulated U.S. president-elect Barack Obama on his election victory and expressed his hope for constructive dialogue, the Kremlin said on Wednesday.

"I hope for constructive dialogue with you based on trust and considering each other's interests," Medvedev said in a telegram.

Democrat Barack Obama won Tuesday's presidential election to become the first black president in U.S. history.

Obama will become the 44th president of the United States when he takes office in January.

Medvedev expressed his hope in his state of the nation address on Wednesday that the new U.S. administration will choose full-fledged relations with Russia.

"We have no problems with the American nation, we have no inbred anti-Americanism. We hope our partners, the new United States administration, will make a choice in favor of full-fledged relations with Russia," the Russian leader told the Federal Assembly.
