PACE asked journalists to not encourage panic created by terrorist acts so as not to contribute unduly to the impact of terrorism and not provide terrorists with means of communicate with the public.
The parliament members asked the media to refrain from disseminating shocking pictures or images of terrorist acts that violate the privacy of victims and their families.
The Assembly, however, did acknowledge freedom of speech as a key principle of democratic society, saying it ensures people's right of obtaining important information, particularly, on terrorist acts and threats.
PACE members called on European governments "to abstain from prohibiting or even restricting unduly the provision of information and opinions in the media about terrorism, as well as about the reaction by state authorities to terrorist acts and threats under the pretext of fighting terrorism."
