During the 2007 elections the vote threshold will be raised to 7%.
In compliance with the new law On the State Duma Elections, parties entering the parliament should get the overall support of 60% of voters.
Accordingly, parties failing to overcome the 7% threshold will be able to enter the Duma under certain circumstances, Veshnyakov said.
Amendments to the election legislation were introduced in proper time, he added. This measure will promote the formation of major political parties in Russia.
Veshnyakov said that the Central Election Commission opposed removing the 'against all' line from ballot papers during nationwide elections. "Lawmakers support our position," he added.
He said he would not recommend local election commissions to remove this line during regional elections.
