KRASNOYARSK, November 26 (RIA Novosti) - Governor of the Siberian Krasnoyarsk Territory Alexander Khloponin said Saturday that current regional policy failed to resolve main problems.

Khloponin said at the sixth congress of the pro-presidential United Russia party that regional policy should tackle three main problems - territorial justice, economic effectiveness and political stability.

He also outlined a number of main problems of Russia's development.

According to the governor, the first problem is a huge gap in economic development of Russian regions.

The second problem is the excessive concentration of big cities in European Russia. Khloponin said Russia needed 20 economic, financial and innovation centers for stable development, including seven to eight centers in Siberia and the Far East.

The third problem is the lack of balance between the western and eastern part of Russia and insufficient development of the country's eastern regions, the governor added.
