ENERGY GIANT HEAD CALLS BLACKOUT THE MOST DRAMATIC ACCIDENT

MOSCOW, May 26 (RIA Novosti) - Anatoly Chubais, the chief executive of Russia's UES (Unified Energy Systems), has described yesterday's blackout in Moscow as the most dramatic. "We have lived through the most dramatic blackout in history," Chubais, 49, told reporters Thursday.

According to the head of the UES, Russia's energy giant, now the events must be analyzed, and ways found for preventing a repeat in the future.

Chubais said he or any other senior managers of the company had not been summoned to the prosecutor's office yet.

"No, I haven't been summoned [to the prosecutor's office] yet, but I'm looking forward to it," said Chubais.

According to him, power supplies may remain limited in Moscow today.

"The Chagino substation (where the accident occurred) is operating in an emergency regime," said Chubais.

Power supplies have been restored at crucial facilities, and virtually in full in the Moscow region, he said.

Chubais instructed the UES working group to investigate the reasons of the blackout, analyze the situation and establish responsibility of officials concerned.

"The UES working group will analyze the events, from the accident at the Chagino substation to the cascade blackout, establish responsibility of the officials [concerned], and also determine a set of measures to eliminate the consequences," said Chubais.

"Power losses totaled 800 MW in the Moscow region alone," he said.
