MOSCOW, August 23 (RIA Novosti) - CIS foreign ministers will gather in Russia's capital Tuesday to discuss reforming the organization ahead of the CIS summit in Kazan (Tatarstan), due in late August, a spokesman for the Russian Foreign Ministry said.

The ministers will also discuss humanitarian and social issues, including a draft long-term agreement on humanitarian cooperation within the CIS, the spokesman said.

Also high on the agenda is fighting organized crime, "taking into account the surge in crime," the spokesman said.

The ministers are scheduled to discuss a draft resolution on establishing a bureau to coordinate efforts against organized crime and other crimes, along with a draft cooperation agreement on fighting trafficking of human beings and human organs and tissues.

The ministers will also cover risk management and cooperation in emergency situations, including a draft resolution on a CIS interstate council for emergency situations, the spokesman said.

The ministers will also review draft messages to the international community to be presented for approval to the summit, including CIS statements on the UN's 60th anniversary, on the 20th anniversary of the Chernobyl disaster and on decision to declare 2006 the year of the CIS.
