Third officer detained in Chelyabinsk hazing attack

MOSCOW, January 26 (RIA Novosti) - A third officer has been detained in connection with a hazing attack at a tank academy near Chelyabinsk that left a soldier severely disabled, the Volga-Urals Military District prosecutor's office said Thursday.

The officer in charge of the battalion in which the attack took place January 3 has been detained on charges of negligence. His name is being withheld pending investigation.

The Prosecutor General's Office said Wednesday that six servicemen, including two officers (a captain and a senior lieutenant), a junior sergeant and three privates, had been detained and were being questioned in connection with the incident that occurred at the academy during the New Year's holiday.

Private Andrei Sychev was allegedly severely tortured by fellow servicemen, who are said to have tied him to a chair, beaten him, and forced him to spend hours in a squatted position. He remains in serious condition after his legs and genitals had to be amputated due to gangrene.

Junior Sergeant Alexander Sivyakov, who is accused of torturing Sychev while intoxicated, has been charged with abuse of power resulting in grievous consequences and taken into custody.

According to the Prosecutor General's Office, four other criminal cases have been opened involving attacks on soldiers at the tank academy.

A commission of the Russian Defense Ministry arrived earlier at a tank academy near Chelyabinsk, about 1,900 kilometers (1,180 miles) east of Moscow, to investigate the attacks on young servicemen.
