Dual-use goods exports totaled $3.8 bln in 2005 - Ivanov

MOSCOW, April 10 (RIA Novosti) - Exports of goods that can be used for both civilian and military purposes came to $3.8 billion in 2005, Russia's defense minister said Monday.

Sergei Ivanov said 1,153 foreign trade licenses for dual-use goods had been issued, and that most exports - including of fissionable materials, technology, and equipment - had been done through the Nuclear Power Agency.

The European Union was the major destination for dual-use exports with turnover of $1.5 bln, followed by the United States, Ukraine, South Korea and Kazakhstan.

Ivanov said that an open report on the Russian export control system and on the nonproliferation activity of foreign organizations would be prepared by the next G8 session.

"[The report] will cover our export control system and assess the activity of foreign organizations and countries in fighting the serious [proliferation] threat," the minister told a government meeting with President Vladimir Putin.

Ivanov said a list had been drawn up of 1,152 organizations from 51 countries that require additional checks regarding trade in dual-use goods.

"This is not a black list, but a list of organizations that require care and that must have licenses," Ivanov said. He said "all civilized countries" had a list of foreign organizations involved in military programs in the nuclear and chemical spheres or in missile building.
