OSCE plagued by double-standard policies - Russian diplomat

VIENNA, June 28 (RIA Novosti) - Double standards are the main obstacle to strengthening military-political cooperation within the Organization for Security and Cooperation in Europe, a Russian diplomat said Wednesday.

"In our opinion, one of the major obstacles to strengthening the military-political dimension of the OSCE is the double-standard policies conducted by some member countries, and the domination of bloc and group interests over the interests of common European security," said Mikhail Ulyanov, deputy head of the department on security and disarmament at the Foreign Ministry.

Russia and some other countries have long accused the OSCE of bias and poor governance. In mid-2004, they called for sweeping reform of the 55-nation grouping that also monitors elections, human rights, arms proliferation, and democracy.

Russia has also reduced its dues to the OSCE from 9 million euros ($11.35mln) to 6 million euros (about $7.5mln) a year and has threatened to cut it further, a decision that it says will be influenced by the pace of reform.

Ulyanov also slammed the world's largest regional security body for lacking effort and initiative in the sphere of arms control.

"The OSCE continues to distance itself from resolution of key security issues, and instead focuses on secondary, marginal issues, or simply gives an appearance of practical work," the diplomat said, adding that such developments are cause for justified concern.

Ulyanov reiterated that the OSCE needed sweeping reforms and more active approach toward the fight against terrorism and illicit arms production and sales.
