* Russian President Vladimir Putin told a Civil G8 2006 forum of NGOs in Moscow:

- Nongovernmental organizations in Russia should not be financed from abroad

- He hopes a controversial law on NGOs will not lead to tougher registration rules for foreigners

- The use of ballistic missiles with conventional warheads could provoke a retaliatory strike from nuclear powers

- He hopes Tehran will accept the package of incentives put forward by the six nations working on the Iranian nuclear problem to defuse the crisis

- Writing off debts of the world's poorest countries will not resolve their problems; the president proposed changing the system of economic relations that causes these debts

* Vladimir Putin said Russia would revoke all obligations it had assumed during negotiations on joining the World Trade Organization if it cannot reach agreement with the United States on its WTO bid

* The Kremlin press service said President Vladimir Putin had signed a decree establishing a federal agency to provide state-of-the-art medical assistance

* Presidential aide Sergei Prikhodko said:

- Russia is willing to discuss expanding the Group of Eight club of rich nations, but no one has yet proposed addressing the issue at the upcoming summit in St. Petersburg

- Russia wants to sign a bilateral deal with the United States on its accession to the World Trade Organization at a G8 summit in St. Petersburg in mid-July

- Russia and the United States have not clashed over approaches to the Iranian nuclear problem; he denied that the relations between the two countries have cooled

- The Energy Charter is an outdated document

* Russia's Finance Ministry said the Stabilization Fund had stood at $76.9 billion as of July 1, a month-on-month increase of $5.13 billion

* Rosneft said it had won a tender to develop a promising oil and natural gas deposit in northwestern Siberia offering 4.73 billion rubles ($175 million)

* The heads of international non-governmental organizations met at Vladimir Putin's residence for following the Civil G8 forum for NGOs held earlier in the day

* An Iranian diplomatic source said Russia's Atomstroiexport and Iranian representatives had signed a schedule to commission the Bushehr nuclear power plant in Iran in the second half of 2007
