"In the last few years in Chechnya and the North Caucasus region, on the whole conditions have been laid down for the situation to stabilize, and for normal development of social and economic life," FSB Director Nikolai Patrushev, who also chairs the National Anti-terrorism Committee, said.
He said the social security and public education system was being restored in the republic, jobs were being created, and refugees returning home.
"A referendum on the republic's Constitution was held, and the president and parliament of Chechnya were elected in free and fair elections," he said.
"All of this provides opportunities for the people, based on their historical, national, and spiritual traditions, to build a peaceful life and restore self-government and civic institutions," he said.
