YEKATERINBURG, July 27 (RIA Novosti) - British authorities have refused to extradite 16 Russians facing criminal charges at home, the prosecutor general said Thursday.

Yury Chaika also said new criminal charges had been pressed against Akhmed Zakayev, the emissary of Chechen separatists who has been granted political refugee status in the United Kingdom along with Russia's tycoon Boris Berezovsky, who is facing fraud charges at home.

Chaika who is in the Urals for a conference with local law-enforcement officials, said Zakayev was now accused of inciting racial hatred in a series of press interviews.

"Zakayev's statements fall under the [new] British law on terrorism," said Russia's top prosecutor.

In the interviews, the Chechen emissary used such phrases as "expel Russians from Chechnya," "throw Russians out," "inhumane methods of Russian aggressors," and others, the Prosecutor General's Office said Wednesday.

Chaika said an expert group headed by his deputy Alexander Zvyagintsev had arrived in Britain to discuss extradition requests with British prosecutors during a 10-day visit.

The United Kingdom is also home to more than a dozen suspects wanted in Russia in connection with the long-running case around embattled oil company Yukos, including a company former vice president, Alexander Temerko, and former employees Natalia Chernyshova and Dmitry Maruyev, who have been charged with fraud.

U.K. courts have repeatedly rejected Russia's extradition requests in all cases.
