Russia set to raise air navigation tariffs for foreign carriers

MOSCOW, October 4 (RIA Novosti) - Russia's civil aviation authority is planning to increase tariffs for air navigation services provided to foreign airlines from 2007, the head of the body said Wednesday.

"We have to conduct consultations with the International Air Transport Association and make a decision," Alexander Neradko said. "We are planning to do this on January 1, 2007."

He said Russia currently has one of the lowest tariffs in the world. For a Boeing-747, the rate is $87 per 100 kilometers (62 miles), whereas in Ukraine it is $142, in Belarus $143 and in the United Kingdom $229.

"We would like to establish fair tariffs," Neradko said.

Neradko also said Russia would introduce a 90% increase on air navigation services for domestic carriers on November 1, 2006, but said it would not significantly affect ticket prices and would not make air travel less attractive.

"We are not expecting the prices for tickets to go up more than 60-70 rubles ($2-3)," he said, adding that tariffs for air navigation services constitute only a fractional part of the ticket price.
