MOSCOW, October 9 (RIA Novosti) - Four people remain trapped under debris following the collapse of an apartment building in the city of Vyborg, near St. Petersburg, the Emergency Situation Ministry said Monday.
The structure, built before World War II, collapsed at about 4 a.m. Moscow time (midnight GMT).
"As of 10:30 a.m. Moscow time (6:40 a.m. GMT), 15 people have been pulled from the ruins or have extricated themselves," a ministry source said. "Another four are still under the debris. One person is in contact with us by telephone."
He said about 200 rescuers are working at the scene.
The official said the regional Prosecutor's Office will open criminal proceedings once an initial examination has been completed and a preliminary cause of the collapse determined.
