Dmitry Fotyanov, 31, a mayoral candidate representing pro-presidential party United Russia, was shot on October 19 while leaving his office in Dalnegorsk, a town seven time zones east of Moscow.
Yury Melnikov said, "The investigation has brought charges of involvement in the murder of Fotyanov against three people. Two of them have been arrested and one has been put on the wanted list."
Russia has been plagued by a series of suspected contract murders recent months, most prominently a top banker and a journalist.

A Moscow court has sanctioned the arrest of three suspects in the murder case.
