Kremlin highlights APEC summit agenda, Putin's visit to Hanoi

MOSCOW, November 14 (RIA Novosti) - Leaders of Pacific Rim countries including Russia will highlight international terrorism, anti-pandemic measures, energy security, and economic integration at an APEC summit in Vietnam this weekend, the Kremlin press office said Tuesday.

The leaders of the 21-nation Asia-Pacific Economic Cooperation will issue a declaration "reflecting their coordinated approach" to these regional and international issues, the statement said.

Russian President Vladimir Putin will attend the November 18-19 summit in Hanoi, and will stay one extra day in Vietnam for an official visit.

Putin has attended all APEC forums since Russia became a member, at the Kuala Lumpur summit in 1998. The president usually negotiates bilateral relations with the host country after the events.

Putin will meet with President Nguyen Minh Triet and other Vietnamese leaders during his post-summit official visit, to begin November 19.

"A series of crucial documents on key issues of bilateral cooperation is set to be signed at the talks," the Kremlin said, without giving details.

On the sidelines of the summit, Putin will hold bilateral meetings with the leaders of the U.S., China, Japan, and other Pacific Rim countries.

At his meeting with United States President George W. Bush, Putin expects to sign a bilateral agreement on Russia's accession to the World Trade Organization with the U.S., one of its most difficult partners in 13 years of talks with the 60-member Working Party.

Russia's eventual entry to the global trade body would encourage the country's trade with APEC economies, which have also been considering merging numerous bilateral free-trade agreements in the region into a single treaty.
