TEHRAN, December 11 (RIA Novosti) - Russia's nuclear chief will arrive in Tehran Monday for talks on finishing the construction of Iran's first nuclear power plant, being built by Russians in the south of the country.

Sergei Kiriyenko will lead Moscow's delegation at a meeting of the Russian-Iranian intergovernmental trade and economic commission.

Foreign Minister Manouchehr Mottaki will head the Iranian delegation.

Iran has been at the center of international concerns over its uranium enrichment program, which some countries suspect is a covert program to develop nuclear weapons. But Tehran has consistently denied the claims and says it needs nuclear energy for civilian needs.

Russia has consistently supported Tehran's right to nuclear power under the Non-Proliferation Treaty, and is building a $1 billion nuclear power plant in Bushehr.

The NPP is expected to go online in late 2007.
