TYUMEN, December 13 (RIA Novosti) - A cell of an international terrorist organization, Hizb ut-Tahrir al-Islami, has been closed in Russia's Tyumen Region, the Federal Security Service said Wednesday.
"An active member of the cell, who is a citizen of the Republic of Kyrgyzstan, has turned himself in to regional security agencies," the FSB said, adding that he had also surrendered documents showing that the cell had been spreading extremist ideas.
The FSB said the group recruited most of its members among illegal migrants.
Under the provisions of the Russian penal code, no criminal charges will be filed against the Kyrgyz national.
In 2004, the Supreme Court put Hizb ut-Tahrir on the list of terrorist groups, and banned it from operating in Russia.
